If you have a monitor that has a refresh rate higher than 60hz, you’d know that animations play a lot faster than they should and the main solution is to use frame-skip, but I have found a better solution for Nvidia cards. (I don’t have an AMD Graphics Card so I can’t help you there.)

Step 1

First, you’ll need to open the Nvidia Control Panel, you do this by either pressing the up arrow on the right side of the task bar or by right-clicking the desktop. Select the Green Eye logo if you are doing it via the task bar.

Step 2

Once you have opened the Nvidia Control Panel, go to “Manage 3D Settings“, and then go onto “Program Settings” and then select “Terraria (terraria.exe)”

Step 3

Next, scroll down to “Max Frame Rate” and set it to 60fps, you do this by selecting on and changing the frame rate to 60 using either the slider or the string box.

Step 4

Finally, Open Terraria and turn frame skip (Settings -> Video -> Frame Skip) off if you have it on, and repeat the process for tModLoader if you have it.
