Violations that Warrant Towing
After pressing F to interact with a parked car, PSPO tells you that the following violations justify towing:
Parking too close to a crosswalk
Parking on a sidewalk (No parking area)
Parking next to a fire hydrant
Parking in a special parking zone
Other Signs a Car Should be Towed
Even if you write a parking ticket for violation that does not seem to justify towing on its own (as examples, expired parking meter or being parked in the wrong direction of traffic), you can tow vehicles without CP loss if observations/background checks reveal the following:
License plates expired for at least 6 ingame months
Registered owner does not have valid insurance
Registered owner has no license (towing a car with an expired license may or may not incur cp loss)
The car is stolen (In fact, you should immediately tow a parked stolen car without issuing a parking ticket. You can ticket a stolen car if the license plate is expired).
Right now, there are no options to ticket cars for most of these violations alone, and towing them without giving a justified ticket may cause CP loss.
