Level 20 COOL
You Will need Level 20 cool, other attributes are not that important for this build
Where to invest Perk Points ?
Now if you look at the image,On the Stealth Tab,The Green perks are most important get them as fast as possible
Then as you level up and gain more perk points get the blue perks
In the Cold Blood tab, you should get the green perks first and if u level up more invest in the blue perks as well.

Weapon
Now for the WEAPON, use whatever highest dps knife you can find.
if the knife you found has lower dps then you should go to Crafting>Upgrades>Melee>Upgrade it untill u cant
or, You can purchase the Knife from the various Weapon Shops / Vendors in Night City. Alternatively, you can obtain weapons without spending Eurodollars by defeating and looting your enemies.

HOW TO KILL AND SURVIVE AGAINST HIGH LEVEL ENEMIES: equip a Flashbang Grenade from your inventory, flash your enemies and rush them with your knife and hit only ONCE to each enemy and they will get dmg over time and eventually die by the poison
Don’t forget to Slide to avoid hits.
