In the Grim Darkness of the 41st Millennium there is only Pacifism.

How To Conscientiously Object To The Opposing Faction’s Presence.

Map Settings
Disclaimer: I use Locknot’s Expanded Set Up which gives me more options. Using this does not disable or mess with achievements.

Set Wildlife, Artefact, Forest and Imperial Ruin Density to NONE.
Set River, Necron Tomb and Webway Gate Density to VERY LOW.
Set Landmass as high as it will go.

This is to create as few distractions and obstacles on the map as possible. Despite setting artefact & wildlife to none, in my game Artefacts & Enslavers still spawned but I use a mod for more map generation options that may have bugged this. Your mileage may vary. As long as you don’t attack the Enslavers or touch their Artefacts the odds of them attacking you are low.

Set World Size as low as possible. For me this was “Duel” for you it may be Tiny or Small.

Set Difficulty to Very Easy. I know, I know, what a noob, needing to set it to very easy, if you think you’re a big person and can take this on with impossible be my friggin guest. All this does is give the AI a loyalty penalty, it doesn’t affect them that much but even that slight reduction in their resources and unit production can help a lot.
Do not change the loyalty bonus/malus on your own faction, doing so will make you ineligible for any victory achievements.

Set Game Speed to Very Fast. With my setup there’s another option “Extremely Fast”, I tried on this but it lets the AI put out a little too much too quickly. This is mainly just to make things move along quicker to get the achievement. Feel free to experiment with gamespeed to find your own sweetspot.

You and Your Opponent
You: Space Marines
Them: Necrons

Space Marines have a strong starting city and are very good on small maps and their simplified resource gathering means there’s less to worry about. Being able to drop your city anywhere within sight range gives you more options for optimising your start location.
Most importantly Space Marines have easy access to a strong 3 range anti-armour unit: The Devastator Squad. These bad boys will kill an HQ in no time flat. A forward deployed Fortress of Redemption also helps.

Necrons are SLOW. This is ideal for you as you need as much time as possible to get ready to politely ask them to leave and they’re very sluggish on expanding and an only expand to specific locations. Their Headquarters also only has a maximum range of 2 making it safer for your Devastators to deploy and protest the Necron presence with their Lasguns.

Landfall

Your Buddy-barge has arrived, your advance squad is on the ground. Now what?

Step One: Setting Up Shop
You want RESEARCH and REQUISITION, more-so on Requisition, starting adjacent to a landmark that boosts either of these is a big help and will give you a boost at the start, even more if you can get terrain that boosts both, arctic terrain with requisition boosting landmarks and rocks is the golden start.

Step Two: Preparing For The Protest
You immediately want to send your starting forces on the run-about, grabbing as many landmarks as they can, especially Energy, Research & Requisition. Influence is the least important, grab these last for any goody-hut boosts of resources. Keep them running around exploring and grabbing landmarks. Make sure to turn off Overwatch on all your units and buildings. Technically its fine as long as you don’t kill anyone, weakening them is fine and maybe even advantageous but why take the risk. I like being extra-pacifist too anyway.
You want to get specific techs to have the best chance of success, primarily techs to help you deploy to the opposing HQ and kill it fast.

Techs To Get:
Tier 1: Armoury, Razorback (if you don’t have the Razorback DLC just grab any 2 techs they don’t matter but not having Razorbacks will make this much trickier.)
Tier 2: Krak Grenade + Any tech (Just need to rush through this tier, the Krak Grenade can potentially help if you need to squeeze out that little bit extra damage)
Tier 3: Devastator Space Marine + Any Tech (Devastators are your main sauce for getting this done.)
Tier 4: Devastator Doctrine & Melta Bomb (Doctrine to make your Devastators stronger and a bomb to make your Assault Marine Squads able to put some hurt on the enemy HQ)
Tier 5: Orbital Bombardment, Infantry Armor. (Anything from Tier 5 onwards is just bonus, you should have won or be just about to win at this point. Orbital Bombardment is just extra (mostly free) damage you can lay into the opposing HQ and Infantry Armor makes it harder for the Crons to kick you off their lawn.)
Tier 6 & Up just get anything that’ll buff the boys you already have on the field.

Units to Build
Your end goal is to get at least 2 razorbacks and at least 4 devastator squads out as fast as possible. Build a handful of Tactical Marines to help explore, secure landmarks and distract the troops the Necrons pop out, hopefully all they’ll produce is some Necron Warriors and Flayed Ones. The more Flayed Ones they build instead of Warriors the luckier you are.

Step Three: Rolling Out
Tactics
Avoid fighting as much as possible until you have your Protest Posse ready to go, building a Razorback early will help you explore and secure points. Avoid Enslavers, keep Overwatch turned off to avoid aggroing them, DON’T TOUCH THEIR SHINY OBJECTS, and just control as much of the map as you can without fighting. Anything that dies or fights with the Crons will give them XP and levels, making their units harder fight.
Try to find the Cron HQ as fast as possible. Ideally it will be in the middle of one of the maps edges, if its in the corner this will be harder, if its in the middle of an edge you’ve got a solid shot.
Once you’ve identified the location of the enemy HQ you’re going to want to deploy a distraction tactic. The Necron HQ only has a range of 2, the Fortress of Redemption has a range of 3. Abuse it
You’ll want to do this smart, don’t just throw away fortresses as that’ll give the Crons XP. First identify where their armies are moving, you should be able to spot them while keeping range with your Tactical Marines. ONce you’ve done that deploy a Fortress of Redemption on the opposite side of the Necron HQ. Without even needing to open fire the ENTIRE Necron Army will start marching as fast as they can towards the Fortress, as they’re programmed to eliminate any perceived threat to their city. Take pot-shots at their HQ for as long as the Fortress survives.
Do this once or twice to keep the Crons on the backfoot and maintain maximum map control.

By time your 3rd fortress is coming off cooldown (on the suggested gamespeed the Fortress only has a 4 turn cooldown) your protest team should be ready to roll.
Load up the Devastators into the fun-buses and get trucking towards the Necron HQ, round up your Tactical Marines too, hopefully with Meltabombs in hand to deliver directly to the Necron’s home office.

Unfortunate Incidents
There’s a few things that can go wrong in all this, there’s a non-zero amount of luck as well as tactics involved in this plan going off well.
Enslaver Attack: If Enslavers nab one of your boys it can be a real bother, especially if they send them to attack you.
Tomb Blades: If the Necrons build Tomb Blades things get really hairy. You just need to cross fingers and hope they don’t build a Hypostyle Temple, in my 3 attempts they didn’t but maybe I just got lucky.
Losing Units: Razorbacks aren’t very tough and Devastators are very flimsy, losing any of these will hurt you. Do your best not to lose anything or get too damaged.
Expansion: If the Necrons get a Canoptek Spyder and deploy a second city you took too long and need to start again. If you’re stubborn you can still try but it’ll be much tougher with 2 cities to deal with.

Begin The Protest!

Make sure you have vision of the far side of the Necron Base from where you plan to deploy, preferably somewhere where their armies aren’t already. Drop a Fortress of Distraction for them to flock towards.
As soon as they run for the Fortress your Razorbacks will roll out. Have as many Tactical Marines as you could get ready waiting for them to arrive, move the Razorbacks into 2 range of the Necron HQ, tanking the overwatch. Deploy the Devastators on the flanks of the Razorbacks at 3 range from the Necron HQ, activate Devastator Doctrine and open fire politely ask the Necrons to leave. Make sure to move any Tactical Marines available into Range 1 so that they can use the Meltabombs to further convince the Necrons to go back to sleep, you specifically tanked the overwatch with the Razorbacks so they can get into position unscathed, deploying a full squads worth of confetti bombs.

It will take 2-3 turns for the Crons to get the message but at this point the game should be already over. With best of luck the AI will focus on your Tactical Marines & Razorbacks and not pour too much pressure onto your Demonstration Squads shining their big spotlights on the grumpy old-bots home. Remember to drop an orbital nap-time payload each turn for extra speedy results.

As long as everything goes according to plan you should now be the victor on this very tiny Gladius map and have yourself a shiny new achievement showing how dedicated you are to settling things peacefully.
No doubt you’ve made the Emperor proud.
