Start a New Game

The following will appear after you have selected ‘New Game’ from the main menu. These are settings that have been previously used for this guide.

Solar System or Faction count may be modified at will. Parts of the guide will apply to all factions. However, certain story-related events, etc., can not be changed. If you choose to play as someone else than the Resistance, your experience will be different.

Enabling the tutorial will give you additional guidance about game basics.

Events

You will see an Event popup when you first start the game. These will cause the game to pause automatically.

Important events and Councilor mission reports will have a similar pop-up later in the game. These will generally have three options (, along with additional ones for the repeatable missions).

  • Continue – I will close this popup and unpause it.
  • Close – closes the popup but leaves the game paused.
  • Take Me There – will close this popup and keep it paused. Then, the camera will be taken to the appropriate location on Earth or in our Solar System.

The First Days – Missions and Councilor Assignment

Councilor Assignment Phase

The game starts with a pause, just before the first Councilor Assignment Phase. These are two-week cycles in which your Councilors will complete their missions.

After reading through the initial events), the first thing to do (is to unpause (or 1-5 by default). Let it run until it pauses again and the CONFIRM ASSIGNMENTS icon appears at the top.

The Council

The Councilor Assignment Phase allows you to decide which missions your council will undertake during the next cycle. Your council can include up to 8 characters representing different walks of life.

You might notice that you currently only have 2 councilors in the Finder Panel to the right of your screen. You start with a capacity of 4, but technology can increase this. (To recruit the fifth councilor, you will need to create the Clandestine Cells Project and the Covert Operations Project to recruit a sixth.) You can also have up to two enemy councilors who have turned to your cause.

The first thing we should do is determine who in our council should be doing what cycle and what gaps we need to fill with additional councilors.

To open the panel, click on the Council Panel icon just above the CONFIRM ASSIGNMENTS.

The Council Panel provides a summary of your current council and an overview of its attributes.

Clicking on the portrait of a councilor will take you to a larger screen that contains more information about them. This includes their missions, incomes, traits, and organizations they control. You can also purchase or assign them.

We are interested in their missions and their attributes.

The first stage of the early games is about establishing a foothold on Earth. This can be achieved by either taking uncontested ‘Control Points (CP) or taking control of CP already held by another faction. These are accomplished via different missions and use different attributes.

Uncontrolled CP can be taken using the Control Nation mission. The Persuasion attribute governs this mission.

CP held by another faction can be taken using the Purge mission, governed by the Espionage attribute.

Crackdown can make CP more susceptible to Purges. The Investigation attribute controls this. Crackdowns can also result in the loss of CP to an enemy faction.

Take a moment and look at your two councilors. It is worth noting that their Administration stat is monthly. However, the resource panel is daily by default). This can impact their mission performance and their incomes).

Recruitment of Councilors

Once you are done, go back to the Council Panel and look at how to hire a third councilor. Click ‘Recruit’ on either one of the vacant slots or at the bottom.

This will open a page that displays a list of candidates on the left. Clicking on them will give you information similar to what was provided by your councilors.

To recruit new councilors, you will need either 30 Influence or 60 Influence. We can only fill one of the two slots, starting with 50.

Keep in mind the above and choose someone to complete your roster. If you have two councilors capable of the Control Nation mission, it might be worth hiring one to perform the Purge or Crackdown missions. I would hire another counselor if you have only one councilor capable of the Control Nation mission. Paying attention to their traits and income in both cases is worthwhile.

Once you have hired a third counselor close the Council Panel and let’s begin to assign missions to your team.

The Mission Interface

Additional UI elements are available when a councilor has been selected during the Councilor Assignment Phase. This allows you to assign missions.

You will find a panel at the bottom of your main interface that allows you to choose from the available missions for the selected councilor.

These positive and negative factors are shown above the chance of success.

This panel is not the only thing that matters. The map shows the base chance of success for any mission type that targets nations or other councilors.

The mission selection panel displays the mission types available for that councilor. Those with no valid target or insufficient resources to perform are dimmed.

To increase your chances of success, you can move the slider in the top left) to see information about which Attribute governs the mission.

Click on the mission name (to confirm the assignment, e.g. Control Nation) at the panel’s top.

Initial Mission Assignment

Assign 2 of your councilors (to Control Nation missions aimed at countries with a high base chance of success) and 1 to the Investigate Alien Activity task for this initial phase. You can influence the Control Nation missions, but you should try to keep some in reserve.

To see more information about a nation, click on it. It is displayed on the left side. You can take some time to read through them all. Many tooltips describe the various metrics that are being tracked for each nation.

Higher Public Support (in nations will allow you to control a larger portion of your donut). Public Support can be raised by the Public Campaign mission (governed by)’s Persuasion attribute.

After you have completed assigning missions to your councilors, click the CONFIRM AWARDS button at the top of the screen. This will lock in your mission selections.

The First Days – Starting Research

Before we start our campaign for real, the last thing we need to do is research. This is managed via Research Panel. You can access this by clicking the appropriate button at the top. This page is divided into two sections.

Global Research is a shared research effort across all factions. These global technologies improve humanity’s scientific understanding and unlock various faction-specific projects. Each section can choose how much and how they wish to contribute to these research projects. The technology most researched by a given slot will be determined by the faction that contributed the most research. There are always three slots.

Council Engineering Projects are specific projects that produce tangible results. These results can include bonuses for missions, additional councilor slots, a new ship or habitat module, and various projects related to story progression. They have one slot to start with and can get another via an Org or a suitable equipped Habitat.

You can switch between Council Engineering Projects by using the Change Project button. Once Global Research is selected, it is locked into its slot until the research is completed.

The 3 ‘pips” located in each panel for each project or technology can be used to control the distribution of your Research Points. These affect the relative distributions of your Research points (daily income. The top resources bar) shows that if you have 3 pips on a particular technology and 2 on another technology, then the technology will receive 2/3 or 66%.

Part 1 of this Guide is complete.

After you have completed the (mission/counselor assignment and researched), you can pause the game and let the game run. In one week, the next Councilor Assignment Phase will take place. You will likely receive a few events in the interim.
