How to Permanently turn off Steam Cloud for all Games.

First open Steam.
 
Look in the top left of the window.
 
Click on Steam.
 
 

 
 
Click on Settings.
 
 

 
 
Click on Cloud.
 
Uncheck “Enable Steam Cloud synchronization for applications which support it”
