Order of priority:
1. Get all Amarok EQ that you can
2. Max respawn rate %
3. LVL 1 in Hemogoblin around carrots and LVL 3 when reaching W2
4. Max EXP gain
5. Max Boss keys and at least LVL 1 when you can kill Amarok
6. LVL 1 Talent Book when you can kill Baba Yaga
7. Bags last

2 Birch Longbow + Thief Hood
3 Quarterstaff + Top Hat
Next priority
1. Dirty Coal Miner Baggy Soot Pants + 20 Gems

Either after you reach W2 or have the materials/requirements for the item. You will likely be unlocking Anvil tab 2 items before these.
