Quick guide how to fix Config file not working.
In game folder:
Delete file installscript.vdf
Start the game on the app page on Steam library and select Configure Game.
Steam installs to C:\Program Files\Steam\ folder by default and files for games installed on Steam are stored in the folder C:\Program Files\Steam\steamapps\common by default.
