Surprisingly there’s little information online on how to solve this, but it’s quite simple
 
 

Install DirectX 9 (June 2010)

It’s that simple. Go to this link to download Microsoft’s official DirectX End-User Runtimes (June 2010):
 
https://www.microsoft.com/en-us/download/details.aspx?id=8109 – [microsoft.com] 
 
 
Once downloaded, launch it, it will self-extract wherever you select. then go to said directory and launch “DXSETUP.exe”
