Edit Engine.ini by pasting all the commands at the end of the file

You must close the game when adding commands. Otherwise, the game will remove these commands from the file. No need to make the file read-only.

While this does not completely fix stuttering, it helped a lot here. From what I noticed after the tweaks, only after loading maps in some cases, that is where the stutter happens mostly. Before it was happening almost everywhere.
