You will need the following items

1. It is obvious that a basket is necessary.
 
 
2. Any number of headlights that fit in a basket.
 
 
3. Also, a car.
 
 
 

These are the steps

1. Place the basket sideways on the front grille, near the headlights or in between. The walls should point forward.
 
 
2. Place headlights into basket
 
 
3. Turn on the lights and get in your car.
 
 
4. Place basket wherever you like on the car.
 
 
 

It's done!

However, if you reload the game, they will turn off.
