In order to get the best performance open your settings.json in your documents/Steelrising folder and under graphic edit these settings.

These give me 90-130 fps on a GTX1070 and i5-12600k.
Other simple improvement tips that are not related to Steelrising
NVIDIA control panel:
- preferred refresh rate: highest available
- If you prefer, you can sharpen the edges: Search for regedit fix if it is something that you would like to add back to programs and not under global settings
- Maximum frequency at 72 frames per second + vsync at half the monitor refresh rate IF your monitor is 144Hz. You will get between 80-144 frames.
- Pre-Raised Frames starting at 1
- Low latency: On
