This is a simple method for bringing back the menus and features not included in this steam version
 
 

Instructions:

1)
 
Download the retroarch from steam without any of the mentioned DLC in the market.
 
 
2)
 
Now using your preferred browser, open the retroarch website. Link:
 
https://www.retroarch.com/?page=platforms – [retroarch.com] 
 
 
3)
 
Here download the ZIP version of Retroarch according to your preferred system.
 
 
4)
 
After downloading the ZIP file, extract it and copy all of its contents into the retroarch folder in your steam directory.
 
 
Now you will have the menus through which you can download cores from within retroarch.
 
 
As of writing this guide, this method works. Hope the steam version doesn’t get patched.
