Making the world green and expanding the cities are your two objectives. To do this, you’ll need to supply towns with resources first, then evacuate and recycle the waste they create. You will need to Terraform the globe to get water because you will eventually need to provide food.
City development
Cities are made up of 6 stages.

You will be required to provide resources at a steady rate for cities to grow and to remove waste. To provide the resources, resource centers are necessary. They must be placed near a city hex. You don’t have to connect between them. You can create city hexes if you want to reduce the city in half. You will need more than one resource center because they have limited capacity (like other buildings, 4 resources per building) and drone speed. A city of 1,000,000 people will use approximately 1000 resources annually. Although I don’t know how this consumption scales, it is something to be aware of. You don’t have to provide everything in one resource center. For example, you could have a section for bringing food.
The same goes for waste management. The population increases waste production. This means that waste retrieval is limited by building production speed. Therefore, you will need multiple buildings for waste management. Metal waste can be recycled to produce both aluminum and steel. If one of these stocks is overstocked, it will block recycling and waste evacuation will be stopped.
You may have noticed that the last stage of cities does not use reinforced concrete. This stage can be sustained without consuming more concrete and resources. The reinforced concrete can then be used to build new towns.
