Pick up as much infectivity as possible but get the Severity as low as possible so that the cure research is as late as possible 
Pick up Drug Resistance 1 and 2 to make sure it spreads. 
Pick up Genetic Hardening 
Pick up Heat and Cold Resistance (if you can) 
Once everyone is infected pick up as much lethality as possible! 
once the cure goes critical i recommend picking up genetic reshuffle.

Start in Central Africa or Brazil 
pick up Everything you can pick up in “Operation” at the start of the game. 
wait until the disease is discovered… 
LOCK DOWN THE CONTINENT THE DISEASE STARTED IN TO CONTAIN IT AS LONG AS POSSIBLE!!!! 
and pick up some stuff that decreases non-compliance 
PICK UP VACCINE RESEARCH AS EARLY AS POSSIBLE! 
and get some research acceleration 
pick up manifacturing early and field research 
go to the country the disease started in, 
get that country done and go to other countries 
once the world hits critical mass lock down everything! (unlocks achievment) 
once the vaccine is done get all the lockdowns away.
