This guide is for beginners to the basics of war economics.
Or, How to Not Run Your Country Into The Ground Just to Conquer 3 Tiles

Early war is not always constant

You probably already know that the best way to conquer tiles are to place your units on a border and then buy Power.

You may also have noticed that Power has an massive waste ratio: it starts at 80 percent. If you have 7 power, the system will return to 1 the next turn. This means that you will need to buy everything again. It drops to 2 at 10 Ouch.

Early warfare is therefore very costly. Do not try to be at war constantly. You will only ruin your kingdom and leave behind.

Here's my advice:

  • Check the Power balance on the tiles that you are trying conquer/defend. It is not a good idea to spend 100% of your money on power. If you have 2 or 3 more than your enemy, you have a very good chance at winning.
  • Power technologies, if they are affordable, are better than buying more power. If you only need 1 more Power to be safe,
  • Every once in a while, lay down your sword. Once you have successfully defended/captured the tile, you can reduce your Power spending to 0% and save some cash.
  • Constant warfare can only be sustained if your Power consumption is below 55%.

The more you spend, the more it will cost.

There are a few other facts about Power cost that aren’t so obvious.

  • Each Power point costs 1 extra per unit. The base cost of Power points is 4PS per unit, so if you have three units it will cost you 7PS per point.

  • It actually costs more! Each additional Powerpoint purchased in a turn is more expensive than the one before it: the second point costs twice as many, the third point three times as much, and so on. This is explained when you hover over the price.

It is therefore important to not purchase more Power than you actually need.

Conquest is helpful, but not necessary

Yes, having lots of territory means you have a lot more resources, which makes it easier to complete objectives faster. This is especially true since Ozymandias doesn’t limit how much territory you can own, unlike other games.

But most objectives don't require you to go to war. Remember that cities offer a defense bonus to tiles nearby, which increases with their population. You can defend yourself easily with large cities close to your border while spending very little Power. This allows you to spend your money elsewhere, such as science or food for opportunities like Zoo or Palace that give you crowns or saving money to complete Hanging Gardens.

You can adjust how many crowns you need to win and how many wonders you get if you want to play a civilization that discourages warfare, such as Ecological or Mercantile. You can even set them all to zero! You can disable military wonders if you want to do a pacifist run.
