You can find the exact location of this Treasure Vault by looking at the yellow circle on the map. You will encounter a few Goblin foes as you explore this area. But, you should be capable of dispatching them before proceeding to dock. The safe deposit box can be found deep in the ground. To get to the other end and enter the vault, you must swim within the spiraling vortex located just below the surface.
