If you have not ticked the "allow base games faction system" box at the beginning, (can disappear for some reason). You cannot form a faction unless your focus is a specific faction. This article will teach you how to solve this problem and also show you how to edit save files.

And, most importantly, did you forget about the ability to create factions at the beginning? Or did it disappear from your game settings menu altogether? This guide is for you. Just follow these simple steps.
 
 
 

1- Editing the file

Save the game and close it.
 
 
1-Head over to the "Users/[YourNameHere]/Documents/Paradox Interactive/Hearts of Iron IV", click on the settings.txt
 
 
Scroll down or use the search box by pressing CTRL + F to open the search box and locate the "save_as_binary=yes"
 
Change the "yes" from "no"
 
 

This is necessary to be able to see and modify the saved values. Although the saves you make when this option is enabled will take up more space, they can still be readable and edited.

2- Forming the Faction within the game.
