Introduction

This guide will teach you how to recreate V.A.T.S. Gobi Campaign Scout Rifle build I used to achieve every achievement in Fallout. This guide assumes you are playing in survival mode with the difficulty set to very difficult. This guide assumes that you will rush towards the New Vegas Medical Clinic to purchase the intelligence implant before leveling up.
 
 
 

S.P.E.C.I.A.L.

Strength: 4 (+ 1 implant)
 
The Gobi Campaign Scout Rifle requires a minimum strength of 6. To increase your strength from 5-6, you can use alcohol or power armor.
 
 
Perception: 5 (+ 1 implant)
 
This build requires you to have at least 6 points of perception.
 
 
Endurance: 9 (+1 with implant)
 
To get all the implants, you need to have high endurance. It is also important to be as healthy as possible when survival mode kicks in and the difficulty is very high.
 
 
Charisma: 1 (+ 1 implant)
 
Charisma is ineffective and you need the points to improve other stats.
 
 
Intelligence: 3 (+1 with implant)
 
This build requires the educated perk. Your intelligence must be at least 4.
 
 
Agility: 9 (+1 with implant)
 
This is a V.A.T.S. You want as many action points possible when you build this V.A.T.S.
 
 
Luck: 9 (+1 with implant)
 
Critical chance and critical damage bonuses are available on the Gobi Campaign Scout Rifle. Maximizing your luck will increase your chances of getting critical hits more often. You can also have max luck by playing blackjack at casinos.
 
 
 

Traits

Built to Destroy (All weapons have an +3% chance of critical hit, but equipment condition decays 15% quicker.)
 
This build is all about critical hits so it makes sense that we adopt this trait. This will increase our chances of hitting critical hits by 3 levels.
 
 
Skilled (Get +5 to all skills but 10% less experience.)
 
The -10% loss in experience can be compensated by the well rested bonus which increases experience by +10%. This trait is the most powerful perk in the game, and it is free skill points.

You'll need to improve your gun skills to be able to use the Gobi Campaign Scout rifle.
 
 
Lockpick
 
The Gobi Campaign Scout Rifle is kept in a gun case that has a very strong lock. To get the Gobi Campaign Scout rifle, you will need to improve your lockpicking skills to 100.
 
 
Speech
 
My humble opinion is that speech must reach 100. Without passing speech checks, there are many difficult, if not impossible, quests.
