Steps

As we know, Bethesda launch update 1.7.0.4. That update removed ability to get achievements through the Games for Windows Live service.
 
My guide suited for Fallout 3 players who want revert back GFWL achievements removed in 1.0.7.4 Update.
 
Prerequisite (if you first time install Fallout 3 from Steam):
 

1. This guide tested on Windows 10 OS.
2. Remove any of Games for Windows Live Software from your OS.
3. Install latest Games for Windows Live Software from PCGamingWiki page (all links direct from MS site if you point your mouse on link): https://community.pcgamingwiki.com/files/file/1012-microsoft-games-for-windows-live/ – [pcgamingwiki.com] 
4. Place all content from this in one folder:
    
    
    
   • gfwlclient.msi
   • tu10177600_35005f00.cab (unpack content from it and place in one folder with above listed files), structure may be:
   • XLiveUpdate.msi (rename it to xliveredist.msi, to enable detection by gfwlivesetup.exe, but me not help, needs to install manually after gfwlivestup.exe was installed.
   • XLiveUpdate.exe
   • wllogin_64.msi
   • wllogin_32.msi

5. Launch gfwlivesetup.exe, when it finished, install XLiveUpdate.msi manually.
6. Sign-in on GFWL.
7. Install Fallout 3 from Steam.
8. Navigate to Fallout 3 folder. Firstly, you need to backup original Fallout3.exe. Then put that files taken straight from 1.7.0.3 Steam release in folder with replacing promt: https://drive.google.com/file/d/1D2-CvAp4luXbrJ0Cxd8haRfx6vJDA7Um/view?usp=sharing – [google.com] 
9. Launch FalloutLauncher.exe, setup preferable parameters like Graphics (needs some time for launch, in future just launch game direct from Steam).
10. Press Home button, if you can see GFWL popup it’s success way.
11. Additionaly (for first time players): as we know Fallout 3 in GFWL requires CD-key. For this needs suited absolutely random key from any GFWL game but non-activated, of course. Just buy game like The Club from Steam, get key from context menu, then refund :).
12. P.P.S. Steam client for 2021 is very bloated, Fallout 3 not using Steamworks API options, make steam shortcut with parameters: -no-browser +open steam://open/minigameslist.
