The problem

First, here’s how I fixed it. Here’s how you could fix it. This solution may not work for you. However, I ran into a problem when I launched FIFA 23. It said something about an anti-cheat error and the game wouldn’t even get to the loading screen. It’s just the loading screen for the anti-cheat. Everything worked fine on day 1.

How I fixed it/other fixes

Anti-virus

There might be something in the anti-virus that messes up the anti-cheat, so what I did is change my anti-virus to the windows one (I use Kaspersky normally), and then I turned off realtime-protection, cloud protection, automatic sample submission and manipulation protection (I did this because I saw it on yt and it worked out for a lot of people).

Other anti-cheat software

I also removed my other anti-cheat software, such as faceit anti-cheat. This is because it might not work together.

Reinstalling EA anti-cheat

If you go to Program Files > EA > AC > EAAntiCheatInstaller.exe, you can choose FIFA 23 and press to uninstall, then install it again(consider restarting your pc).

Launch as administrator

Although I didn’t have to, it worked for many people if you launched Steam Origin, FIFA 23 and FIFA 23 as administrator.

Last resort

You might have to disable anti-cheat for some apps. To fix this, go to your task manager and close any applications you don’t need.
