Step 2:

Join the Counter-Terrorist Team 
 

Step 3:

Copy and paste this line into the console 
 
mp_round_restart_delay 0.01; mp_roundtime_defuse 0.01; mp_freezetime 0; mp_maxrounds 100; mp_restartgame 1 
 

Step 4:

Just wait until the achievement is awarded.
