Answered a question with this, figured it might help others so I posted it here. Tools either debuff or buff. Listed as the tool name, the stats, then what it can be used for.
 
 
Universal Tools -1 mining, -1 sharpening, All jobs.
 
Quality Universal Tools No buffs or Debuffs, All jobs.
 
Grandfather’s Mining Equipment +1 mining, only mining.
 
Mining Equipment +1 Mining, Mining only.
 
Good Mining Equipment +2 Mining, Mining only.
 
Forging Tools +1 Forging, -1 Mining, -1 Sharpening, All Jobs.
 
Good Forging Tools +2 Forging, -1 mining, -1 sharpening, All jobs.
 
Tempered Tongs +3 Smelting, Smelting only.
 
Heat Resistant Tongs +5 Smelting, Smelting only.
 
Grindstone +1 Sharpening, All jobs.
 
Good Grindstone +2 Sharpening, All Jobs.
 
 
This is all I have seen so far except for one that is part of the story. This could change with updates.
