You need to catch each fish 3 times for it to drop fingerlings. 
 
* Yanling Lake – missable after act 3. 
** Yanling Hills – despite the name, this fishing spot is in Yangping, top of the map. Accessible on Act 3. 
*** Yangping Reed Marsh – very missable, only available on the evening the first time you reached Yangping, just after you exit the tomb from Nameless Cave. 
**** Frog does not drop fingerlings.

Yanling Deepwater is accessible on Act 3 after Yanling is destroyed 
Abyssal Water is accessible on Act 4 from Wuhan you can re-enter the abyss from Hall of Eternity
